Case Commons Chief Executive Officer and Board Member

Kathleen is the founder of Casebook and Case Commons and has been the force behind ensuring its implementation. Kathleen has spent her extensive career working to reform public human services at all levels of government. She spent the last twenty years in senior leadership of the Annie E. Casey Foundation, a philanthropy devoted entirely to improving life outcomes for disadvantaged children and their families. While there, she designed and managed Casey’s Strategic Consulting Group, the Family to Family Initiative, the Juvenile Detention Alternatives Initiative, and Casey’s automated Knowledge Management system, one of the first of its kind in the country. Prior to that, she worked for nearly eight years at the New York City Department of Juvenile Justice as the Deputy Commissioner for Policy and Program Development. There she designed a case management system, the implementation of which won the inaugural Ford Foundation/Kennedy School of Government Innovations Award in 1986.

Kathleen’s goals at Case Commons include: improving life opportunities and outcomes for children and families involved in public child welfare, juvenile justice and other human services systems; using technology to simplify data collection; expanding the use of real-time data analysis throughout public agencies; and improving public policies that affect disadvantaged children and their families. She believes that all front line workers should have access to real time information to help them make the profound decisions with which they are faced, and that public leaders should have excellent data on which to base future investments and policy improvements.

In her free time, Kathleen swims, reads, cooks and enjoys theater. She spent two and a half years with her husband and daughter in Amsterdam, where they learned to speak Dutch and traveled extensively throughout Europe.

Kathleen earned a B.A. in History from the University of Wisconsin, Madison and a Master’s Degree in Labor Education from Rutgers University.
